Stephen, It has been sometime since we were there but we have always enjoyed a venue over in the business district, especially for lunch, and especially for their gumbo... Bon Ton Cafe
Otherwise, Galatoire's probably is not to be missed for old-time tradition.
From a food perspective, I much preferred Brigtsen's to Bayona, but those were both in the distant (pre-Katrina) past. Brigtsen's is decently wine friendly, but not particular Disorderly.
A couple years ago, Bar Tonique was as close to Terroir SF as I've found in a cocktail bar. Commander's Palace is an institution, but worth visiting. Cochon was a fixture, but also good.
A few years ago SueSue and I had dinner at Restaurant August. It was a great experience - great food, service, and wine list. If by wine friendly you mean BYOB, I don't think that it is BYOB.
