Has been killer wine for two or three years now. 01 is great too. With some exceptions, the rule for CdP should be 9-12 at least for its first starting to show well. Obvious exceptions: Vieux Telegraphe and Mourre du Tendre, which usually start to show well at 10 but really need a few more years.

I've always thought the 15 year rule was for Northern Rhones.

I am totally onboard with Jonathan's CNP timeframes.

I actually extend those timeframes for Gigondas, and frequently, Rasteau. I think Cairanne is on an unusually short fuse.

The Rule of 15 has always, at least to date, been applied to high quality Northern Rhones.

Hmm. In my experience, Gigondas can go to 12-15, but they are at peak at more like 9-12. Vacqueyras pretty much the same or a year or two less (Sang des Cailloux and Domaine de la Garrigue, both for Gigondas and Vacqueyras, being exceptions here and lasting considerably longer). I agree that Cairanne is probably at its best more like between 5 and 10 years (though not I'm betting the new Trapadis cuvee). I don't have enough experience aging Rasteau to have an opinion, though I'd give good odds on CdP like longevity for Trapadis Adres and Harys.
