That's an...unusual parsing of the sentence. It doesn't disqualify Midtown from being one of the neighborhoods I wander. (Though...why?)

If you had put 'I wander the other neighborhoods' that might be a different story. But let's not get carried away here with the textual analysis.

Point taken.
 
"I wander the neighborhoods" doesn't exclude Midtown as a neighborhood, nor does the previous sentence do so. Midtown sucking excludes Midtown as a neighborhood, but that's a preferential rather than grammatical assessment.

I think we can agree on Midtown, though. Or no?

Of course it does because if you only say "I wander the neighborhoods" then how would one know whether you were wandering in Midtown or not?

Aside from the fact that it is not a pleasing place.
