Both are probably important. Any carbon filament hot enough to glow in the visible spectrum is hot enough to flame out instantly were it exposed to oxygen. Lower wattage, though, lowers the temperature and reduces the stresses on the glass.

I've looked around for a simple explanation of wattage and longevity but I didn't find one. I did find a precise correlation between longevity and the difference between the rated voltage and the driven voltage. But who knows what the rated voltage is of a bulb made in 1901?
