For me, the biggest point is that 'tradition' is just a snapshot and an awfully misleading one to use as justification for any particular way of life.

I wonder what role immigration has played in this trend. I believe I remember hearing that nearly a quarter of population growth in France can be equated to immigration in recent years.

It was always interesting to stop by the Parc and see the CRS sitting around their tables drinking wine before starting work.

As of last July 1, French law requires every automobile to have a disposable breathalyzer in the glove box. The allowable alcohol level in a driver's blood is now 0.5 grams per liter of blood, stricter than U.S. levels.

I don't suppose this might be a contributing factor? (Or does it get filed under "hygieno-moralistic"?)
 
France went from having one of the highest auto-fatality rates in Europe to quite low rates after that law and enforcement of speed limits went into effect.

Compulsive breathalyzers are out in France. The rule was never enforced as manufacturers couldn't supply enough of them. The government announced in January it was scrapping the whole setup.
