I've not tried to drive into Paris on a Sunday afternoon, but a couple of experiences driving out of Paris on Sunday afternoon were quite slow on the Périphérique, so I can imagine it is bad coming in.
Driving in Paris itself is a hair-raising experience the first time, rather fun thereafter (the Parisians are very good drivers, in my experience, unlike those here in SF).
The trains are really superb in France (unless you happen to get one going between France and Italy that is run by the Italian railway).
