FWIW, Barbaresco has to be vinified in the Barbaresco commune, Barolo has to be vinified in the Barolo commune, it's not exactly unheard of to want something similar for Vouvray and Montlouis. Instead of spending money on lawyers (sorry, KW), they could just lease a facility in the commune.
