While not knowing if the following is the case here, the media kits that accompany movies, books, music, and so forth are full of fun quotes and fake interview responses from which a critic in need of words to fill space can draw all manner of useful and seemingly insightful conclusions, like "director Bob Bobsyeruncle says that Police, Adjective is intended to highlight the moral weight of creating and interpreting information" and so forth. Something that becomes clear as one reads reviews from varied sources and sees the same thoughts, endlessly repeated. My concern with the reviewer's quoted sentence is the phrase "in order to." He's assigning motive to the filmmaker's stylistic choices, which to me seems hopelessly speculative.
Again, I don't know if that happened here. I'd hope not.
